Eryndor Bylaws 2014


Purpose of these by-laws :
     Dagorhir, above all else, is a game about safe, medieval-style combat. It is all about fun. These by-laws are designed to be a guideline for the chapter of Eryndor so that it can conduct its business in such a way that keeps Eryndor focused on having fun playing Dagorhir, as a chapter of Dagorhir.

0 . Eryndor as a Dagorhir Chapter
     a. Eryndor will always fulfill its obligation as a Dagorhir chapter, as outlined in the Dagorhir
         chapter contract.
     b. Units of Eryndor camp together at national campouts. At campouts with assigned space,
         Eryndor will divide the space it is given fairly amoungst the chapter.
     c. Eryndor assists in the successful running of national Dagorhir events by regularly
         assisting with important aspects of the event.
     d. Eryndor focuses on making events fun for everyone, brand new members and veterans
         alike.
     e. Eryndor will remain a chapter focused on fun, friendship, and fighting (on field)
     f. Eryndor will conduct itself in a professional manner that always places the interests of Dagorhir
         above the personal interests of any one individual or group.
     g. These by-laws are not all-inclusive and will not handle all situations. However, whenever
         something is not covered by these by-laws, it is expected that the leaders of Eryndor
         will strive to choose an action that best serves the goals stated above.
1. Events and Battles
     a. Eryndor will regularly host events and encourage members to attend major national
         events. This is the most important function of a Dagorhir chapter.
     b. The schedule for the next year’s events will be determined in and announced
         by mid-January. Dates and event hosts will be announced at this time. Event hosts
         will make available location, time, cost, and other relevant information in a timely
         manner, minimum of one month, before their event.
     c. Eryndor will promote the following national Dagorhir events as events to be attended by
         all of Dagorhir: Ides of March, The Olympics, Gates of Fire, Ragnarok, & Badon Hill.
         Eryndor will not schedule events during the dates of these events, or will re-schedule an
         Eryndor day event if the Eryndor schedule conflicts with these events.
     d. Including national Dagorhir events, Eryndor will host or attend one Dagorhir event each
         month during the primary battle season (generally, but not limited to, March through
         November ).
     e. Official Eryndor units or other entities annually approved by a majority vote from the Eryndor
         Executive Board will be responsible for hosting or co-hosting local Eryndor events.
         These units or entities are entirely responsible for the event and have full discretion in
         all decisions for the event, within the bounds of normal Dagorhir and Eryndor policy.
     f. Units and other entities running the event will keep detailed records (at the very least
         a receipt) of any purchases for an event. Reimbursements for these purchases will be
         made by the Treasurer of Eryndor (given that a receipt is presented), per normal policy.
         i. In the case of units running an event, after all reimbursements are made, 20% of all
           leftover monies will be placed in the Eryndor treasury, while the other 80% will be given
           to the treasury of the hosting or co-hosting units evenly.
         ii. In the case of other annually approved entities running an event, the percentage of profit
           given to the realm is pre-determined when the event is petitioned for (see the event bidding
           letter). This percentage may be lower than 20% if the event is being run to
           support a Charity organization.
     g. In the event Eryndor needs additional funding for a purchase agreed upon by the
         Eryndor Executive Board and Unit Council a flat fee shall be established. The amount needed for
         this purchase will determine the length of time and the amount of the flat rate that
         will be assessed. This flat rate fee must be established before the beginning of the
         season, and will be set to run for a period of time necessary for the funds to be raised
         without putting a burden on any one unit. The fee must be assessed for the entire year.
         This fee will be charged per event run at the time the event occurs.
     h. The cost of all local day Eryndor events will be $5, unless there is a compelling reason
         to charge otherwise. If a unit or other entity plans on charging outside of this range
         for their event it must be presented as such while the event is being petitioned for.
         Eryndor Potluck battles are free-of-charge and will be hosted by the Executive Board.
         The charge for Eryndor campouts is determined on a case-by-case basis.
2 . Being a Member of Eryndor
      a. Eryndor has an open door policy, its members may join or leave the realm at any time.
          One becomes a member of Eryndor by listing their realm as Eryndor on any waivers they
          complete in order to participate in Dagorhir Battle Games through the course of one season.
          The realm will track its membership through waivers completed at events that it hosts.
      b. Members of Eryndor are eligible for Eryndor testing (see section 8), becoming an Envoy
          of Eryndor (see section 6), serving on the Eryndor Executive Board (see section 5), and
          being a member of a unit of Eryndor (see section 3).
      c. Members of Eryndor may choose to become a member of a single unit of Eryndor. A new
          player to the game must wait 30 days before joining a unit, and an established player
          must wait 30 days after leaving a unit before they are eligible to join another.
3. Units of Eryndor
     a. Becoming a Probationary Unit of Eryndor
         i. To be a Probationary Unit in Eryndor, one must request review by the Vice President
           of Eryndor, meeting the following criteria:
           A. Having a unit name, roster (with contact information of unit leaders), and
           description of unique culture. A write up of the unit’s storyline and how it fits into
           the greater Eryndor storyline is also required .
           B. Have a website (this need not be elaborate) promoting itself, Eryndor, and Dagorhir.
           C. Have at least 6 active members, and focus on recruiting future members that are
           new to Dagorhir (re: not actively recruiting from other units).
           1. Active members are defined as those who attend 1 Eryndor event or Ragnarok
           during a single season

           D. Have own community armory (re: not relying on other members to supply gear and
           garb) and event supplies, with event supplies only required prior to hosting an event.
           E. Have at least 1 open practice per month during the Eryndor battle season, this
           practice CAN be co-hosted with other local units if agreed upon.
         ii. After the above criteria has been certified by the Vice President, a petition is then
           submitted to the Executive Board for ratification of probationary membership status as
           per normal voting policy.
     b. Being a Probationary Unit of Eryndor
          i. Units on Probationary Status are encouraged, but not required, to co-host events
           with Official Units of Eryndor. They can host events alone if approved by the Eryndor
           Executive Board.
          ii. Units on Probationary Status are allowed to sit on the Unit Representative Council, but
           do not have a vote. Only one representative may be sent to meetings.
          iii. If an Eryndor event season should pass with a Probationary Unit not completing any of the
           following, the Vice President notifies the Executive Board at a biannual Unit Council
           Meeting. Any member of the Executive Board or the Unit Council may dispute the Vice
           President’s claim by offering evidence of its inaccuracy. Should the claim be found to be
           accurate, that unit is no longer considered a unit of Eryndor. This only applies to units who
           have been on probationary status for at least the length of an entire Eryndor Season.
           A. Have an aggregate of 6 members attend a minimum of 1 event hosted by Eryndor on the
           Eryndor Event Schedule, or Ragnarok, throughout a single season.
           B. Have an appointed unit member serve in good standing on the Unit Representative
           Council. Probationary Units may send one representative to the annual event
           planning meeting .
           C. Maintain their website, armory, and practice schedule through the Eryndor Season.
     c. Becoming an Active Unit of Eryndor
         i. Units on Probationary Status are allowed, once every 6 months, to petition for Active Unit
           status. This is done with a majority vote of confidence from the Executive Board.
           A. Before the first time a unit can petition for Active Unit status, they must first
           co-host an event with an Active Unit of Eryndor. Any profits the unit would receive
           from this event are placed in escrow by the realm and delivered to the unit upon their
           achieving Active Unit status. Should a year pass without a unit attempting to
           achieve Active Unit status, after they have had funds placed in escrow, any funds they
           have in escrow are dissolved into realm funds.
     d. Being an Active Unit of Eryndor
         i. If an Eryndor event season should pass with a unit not completing any of the following, the Vice
           President notifies the Executive Board at biannual Unit Council Meeting. Any member
           of the Executive Board or the Unit Council may dispute the Vice President’s claim by offering
           evidence of its inaccuracy. Should the claim found to be accurate, that unit is placed
           on Probationary Status.
           A. Have an aggregate of 6 members attend a minimum of 1 event hosted by Eryndor on the
           Eryndor Event Schedule, or Ragnarok, throughout a single season.

4. Unit Representative Council
     a. The council will meet twice a year, once during January or as close to January as possible,
         each calendar year. The purpose of this meeting is to bid on events for the upcoming season.
         The second meeting is at the Pre-Ragnarok practice, to hold Executive Board elections.
     b. The tasks of the Unit Representative Council are:
          i. To ensure that Eryndor events, battles, and practices remain successful and well-run.
           This includes determining any official involvement in national events (Ragnarok,
           Badon Hill, etc.)
          ii. Promote the growth of Eryndor and Dagorhir by recruiting new members and
           assisting new Eryndor groups (both official and unofficial groups) to grow.
          iii. Electing members to the Eryndor Executive Board for the following year at
           the annual election meeting.
          iv. Bidding for events at the annual event planning meeting.
5. Eryndor Executive Board
     a. The Eryndor Executive Board is 5 positions annually elected by the Unit Representative
         Council. The tenure for the positions is 1 year (re-elections are always possible)
     b. These elections will be held at the Pre-Ragnarok practice every year. The newly enacted
         Executive Board takes power the first day of Ragnarok, while the previous Executive
         Board fulfills all duties assumed at the previous Ragnarok
     c. The purpose of the Eryndor Executive Board is to manage important administrative tasks
         of the chapter. The Eryndor Executive Board meets as often as needed, and keeps
         detailed minutes of all meetings. At least two meetings will coincide with the
         mandatory meetings of the Unit Council as outlined in Section 4.a
     d. The Eryndor Executive Board will also be granted forum privileges upon
         election. The president will become a full admin and the other four
         positions moderators. Athron and Mithris will be grandfathered
         administrative rights, reflecting their status as fathers of the realm. All
         other person’s not named herein will be removed from the administrative
         and moderator lists. The Eryndor Facebook group will be administrated by the
         the current Executive Board.
     e. The five positions, and their primary tasks, are outlined below:
          i. President
           1. Any administrative duty not outlined is assumed the responsibility of the
           President
           2. Serves as the key Eryndor delegate for other chapters, groups, and games. This
           includes serving as the Realm's Administrator according to DBGA, Inc. Bylaws.
           3. Prepares all Executive Board meeting agendas.
           4. Responsible for coordinating (or delegating) non-battle chapter events
           (re: holiday dinners, garb-making sessions, community service, etc.)
           5. Responsible for maintaining the Eryndor website, advertising and PR campaigns
           (can be delegated)
           6. Is one of 2 Ragnarok War Council representatives
           7. Updates the Chapter Administration information with DBGA, Inc. within a month
           of any changes to who is currently sitting on Eryndor's Executive Board.
           8. In the case an Eryndor Executive Board member must step down from duties, the
           President will appoint a new individual to fill that position. This appointee is
           subject to the approval of the Unit Representative Council
          ii. Vice President
           1. Fulfills the role of president in the president’s absence
           2. Responsible for verifying a unit’s official status
           3. Ensures the construction of fighter pelts and mastery chains upon
           notification from a presiding Envoy. The task may be delegated to a
           responsible individual as well as be authorized funds from the treasury
           as long as the appropriate receipts are provided.
           4. Serves as the Realm's Assistant Administrator according to DBGA, Inc. Bylaws.
           5. Discuss reasons for being declined when becoming an active unit from Probationary
          iii. Coordinator
           1. Keeps track of minutes for all Executive Board meetings
           2. Put together an event bin for new units using Eryndor funds
           3. Keeps track and updates Eryndor event waiver database
          iv. Treasurer
           1. Maintains and publishes chapter expenditures and deposits on a regular basis
           2. Oversight of event fees and collection of event funds
           3. Distributes funds authorized for distribution by Unit Council
           4. Distributes funds authorized for distribution by the Executive Board
           5. May not allocate funds for personal use (own or otherwise)
           6. Has only direct access to chapter bank account
           7. Collects all receipts from expenditures
           8. Renews Eryndor Inc. as a non-profit organization with the State of Michigan
           9. Keeps records of all funds held by the realm on escrow in accordance with the
           process detailed in 3.c.i.A and is responsible for delivering those funds upon
           the unit achieving Active Unit status.
          v. Magistrate
           1. Serves as liaison for Executive Board and Unit Representative Council – must
           attend all Unit Representative Council meetings
           2. Serves as one of 2 Eryndor delegates at the Ragnarok War Council
           3. Prepares initial draft of next year’s battle schedule
           4. Serves as the Realm's Book Keeper according to DBGA, Inc. Bylaws.

6. Envoys
     a. Eryndor Envoys maintain a chapter-wide position in authority.
          i. Envoys have the authority to remove an individual from Eryndor sanctioned
           gatherings under Dagorhir Manual of Arms rule 2.1
     b. The primary role of Eryndor Envoys is to competently facilitate all Eryndor battle tests
         during official practices and events
     c. An Envoy position has no tenure, and may be held indefinitely so long as
         the Envoy remains capable of performing the required duties when necessary.
     d. An Eryndor member may become an Envoy through a two-step process. First, two
         current Envoys sponsor that member, testifying their reasons for recommending this
         member as an Envoy. Current Envoy members are expected to base their testimony on
         rich physical evidence of the Envoy candidate's competence (re: 'job shadowing' during
         testing). Second, the sponsored member will then be subject to the approval of the
         Eryndor Executive Board.
          i. The Envoy position is one motivated by chapter need. In other words, competent
           Eryndor members may not be made Envoys if there is no need for additional Envoys
           in a given region
     e. The Envoy(s) in charge of a specific area or region are responsible for proper use of the
         funds in such a way that benefits the region. These funds can be appropriated through
         the Eryndor treasury by petitioning the Eryndor's Treasurer. Ex: community garb
7. Dereliction of Duty
      a. In the event that the Eryndor Chapter officers or Envoys are not fulfilling the specific duties listed
        above, general members have the right to question the conduct, actions, and/or work of any elected officer,
        Envoy, advisor, committee chairperson, appointed representative or member. The Eryndor Chapter Unit Council
        has the right, if deemed necessary, to remove an Executive Board member or Envoy who does not fulfill their
        specific duties.
      b. Filing a complaint of non-compliance will be conducted by a formal process. The complaint must be filed in
        writing and state the nature of the complaint along with supporting evidence where applicable. The
        complaint is to be filed with the organization’s President; however, if the complaint concerns the
        President then it may be filed with the Vice President and so on. The Executive Board will then conduct
        a meeting with the Unit Council to determine the legitimacy of the complaint. In the instance that the
        complaint is substantiated, the Unit Council will vote on determining if the defendant will be removed from
        office. If the Unit Council is tied, then the Executive Board will be the deciding vote. A majority vote of
        the Unit Council, (or Executive Board when breaking ties,) will remove the individual(s) in question from
        the Executive Board or strip them of Envoy status within the Eryndor Chapter. The lack of a majority vote
        in the Unit Council or Executive Board will permit said individual(s)to retain the right to both membership
        and position within the organization. The individual(s) named in the complaint has the privilege to be
        present during the proceedings. It will further be understood that the named individual(s) will not be
        considered a voting member of the Executive Board during the proceedings. The complaint will be filed and
        the determination by the Unit Council/Executive Board explained in a post on the forum for the purposes of
        historical reference and public transparency.

8. Rules and Regulations
     a. Eryndor follows all rules and regulations as stated by the Dagorhir manual of arms. All of
         these rules are under the interpretation of Eryndor's Executive Board and Envoys. All heralds
         with questions on these rules should speak with an Executive Board member or Envoy for
         clarification. They should also speak with them on the basis of enforcement at events
         and practices. All enforcement will be done by the Executive Board, the Unit Council, Envoys,
         and event coordinators.
     b. Eryndor strives to maintain a physically safe atmosphere during and in between battles.
          i. If a player exhibits unsafe behavior, punishment can be delivered. Example: Removal
           from the event, a ban on attendance from the next event, and all practices leading
           up to the event
          ii. In the event that punishment has been delivered multiple times in this area, the
           individual in question can be brought up for more severe punishments. I.E.
           Banishment for the remainder of the season
     c. Eryndor strives to maintain a welcoming and friendly atmosphere. This includes positive
         attitudes, welcoming of new members, and courteous treatment of all fellow
         Dagorhirrim
          i. If a player commits an act of verbal harassment, in the form of threats, sexual
           harassment, or the belittling of fellow players with malicious intent, punishment may
           be given. Example: Removal from the event
          ii. If a player commits an act of verbal harassment a second time, then they will be
           removed from the event without refund
     d. Eryndor strives to maintain a medieval and/or fantasy setting during their battles.
          i. If a player exhibits improper or unacceptable garb at an event in which corrective measures
           fail, then they may face consequences. Example: Unable to participate in field battles
     e. Eryndor is recognized as a non-profit organization, and thus subject to U.S. law and
         regulations
          i. In the events of illegal action such as vandalism, possession, theft, or other actions
           outlawed within the United States, the participant in question can be brought up for
           discussion by the Executive Board for the purpose of deciding appropriate consequences.
9. Testing & Rank Procedures & Definitions
     a. Envoys have full discrimination in regards to the viability of having a given test at a
         given practice. For example, an Envoy may ‘deny’ Fighter testing for multiple weeks if
         the Envoy judges insufficient testers
     b. Whenever the Envoy is unsure whether or not testing is viable because of skill-level
         concerns, the Envoy is expected to err on the side of caution and delay testing.
         Envoys are expected to maintain the high-caliber of testing that has been expected
         in Eryndor for years
     c. An Envoy may administer Fighter, Hunter, Hero, and Mastery-level tests based on their
         discretion
     d. To be eligible to take a combat test, an individual must be wearing their own garb
     e. All combatants wishing to test are solely responsible for understanding the rules of
         testing. For example, if an Envoy accidentally makes a mistake and allowed a Fighter to
         test in non-garb (like blue jeans), it is the burden of the Eryndor member taking the
         test to realize the outcome of the fighter test would thus be null and void
     f. For all timed tests an Envoy must use a stopwatch or equivalent technological device
     g. Fighter and Mastery Ceremonies will be conducted by the Executive Board
         or delegated to the prospective Unit Council representative of the
         individual being honored. Such ceremonies will be held at Eryndor chapter
         events, Ragnarok, Holiday Dinner, or any other such events where the
         chapter gathers in force. Hunter and Hero ceremonies will remain the
         responsibility of the old High Council until such a time that the details of
         such are handed over to the current governing body of the chapter

    h. An individual may only take one particular battle test per practice, normal Ragnarok
         exceptions apply. A minimum of a one-week period must pass before the individual may
         pursue that same test again. This does not prevent the individual from pursuing a different
         battle test within that period of time.
     i. Eryndor Battle Rank definitions and requirements are as follows:
          i. Newbie
           1. Considered an individual who has attended less than 3 practices
           2. May only wield a single blue weapon. This can be accompanied by a shield or
           found projectiles
          ii. Recruit
           1. Considered an individual who as attended at least 3 official practices or 1 event
           2. Must have a character name
          iii. Fighter
           1. Battle test - A recruit must defeat 2 of his or her fellow recruits at the same time,
           in under 4 minutes. This test can only be taken once per week
           2. Javelin Test - A recruit must hit a round shield with the head of a javelin 4 of 5
           times from 10 feet away
           3. Archery Test- A recruit must hit a round shield with an arrow 2 of 5 times from
           20 feet in 40 seconds. All 5 arrows must be fired within the allotted time
           4. Rules Quiz - The testing Envoy asks the recruit 10 random multiple choice
           questions, 5 about the Dagorhir Manual of Arms and 5 on the storyline and history of the
           realm Eryndor. The recruit must get all 10 questions correct.
           5. A recruit must own a full complete set of garb and weapons to fill both hands
          iv. Hunter
           1. Battle test - A fighter must defeat 3 of his or her fellow fighters at the same time.
           The test is against a blue and board, pole arm, and archer. This test can only be
           taken once every 2 weeks. To be eligible for this test, the individual
           taking the test can only use equipment that he or she personally owns. Armor
           may be worn for this test by the individual taking the test
           2. Javelin Test - A fighter must hit a round shield with the head of a javelin 5 of 5
           times from 20 feet away
           3. Archery Test 1 - A fighter must hit a round shield with an arrow 7 of 7 times from
           20 feet in 25 seconds
           4. Archery Test 2 - A fighter must hit a round shield with an arrow 5 of 6 times from
           40 feet (no time limit)
           5. A hunter must have impressive garb
          v. Hero
           1. Battle test 1 - A hunter must defeat 3 of his or her fellow hunters at the same
           time. The test is against 2 blue and boards, and either a pole arm or archer. This
           test can only be taken once every 3 weeks. To be eligible for this test, the
           tester can only use equipment that he or she personally owns. Armor is to be
           worn for this test; if none is present the individuals giving the test wear “magic”
           armor
           2. Battle test 2 - A hunter must defeat 6 fleet footed fighters. The hunter wields
           unlimited equipment and armor. The fighters wield a single blue only and
           consistently pursue the hunter, (fighting as ravaging orcs)
           3. Javelin Test - A hunter must hit a round shield with the head of a javelin 10 of 10
           times from 30 feet away
           4. Archery Test 1 - A hunter must hit a round shield with an arrow 10 of 10 times
           from 20 feet in 35 seconds
           5. Archery Test 2 - A hunter must hit a round shield with an arrow 10 of 10 times
           from 20 feet in 35 seconds while kneeling
           6. Archery Test 3 - A hunter must hit a round shield with an arrow 10 of 10 times
           from 40 feet (no time limit)
           7. Archery Test 4 - A hunter must hit a moving round shield with an arrow 7 of 10
           times from 20 feet
           8. A hunter must have amazing garb
 j. Masteries
          i. Master Swordsman (blue)
           1. Battle test 1 - An individual fighting with single blue must defeat 2 other well
           experienced individuals fighting with single blue
           2. Battle test 2 - An individual fighting with a single blue must defeat the best
           fighter with his/her best combo
          ii. Master Swordsman (red)
           1. Battle test 1 - An individual fighting with single red must defeat 2 other well
           experienced individuals fighting with single red
           2. Battle test 2 - An individual fighting with a single red must defeat the best fighter
           with his/her best combo
          iii. Master Kingmaker
           1. Battle test 1 - An individual fighting with single blue, shield, and green must
           defeat 2 other well experienced individuals with the same combination
           2. Battle test 2 - An individual fighting with a single blue, shield, and green must
           defeat the best fighter with his/her best combo as well as armor and projectiles
          iv. Master Shield man
           1. Battle test 1 - An individual fighting with single blue and shield must defeat 2
           other well experienced individuals with the same combination
           2. Battle test 2 - An individual fighting with a single blue and shield must defeat the
           best fighter with his/her best combo as well as armor and projectiles
          v. Master Pike man
           1. Battle test 1 - An individual fighting with a long single green must defeat 2 other
           well experienced individuals with the same combination
           2. Battle test 2 - An individual fighting with a long single green and small blue must
           defeat the best fighter with his/her best combo
          vi. Master Berserker
           1. Battle test 1 - An individual fighting with 2 blue weapons must defeat 2 other well
           experienced individuals with the same combination
           2. Battle test 2 - An individual fighting with 2 blue weapons must defeat the best

           3. Javelin Test - Hit a round shield 50 of 50 times from 10 feet

           1. Battle test 1 - An individual fighting with 1 rock must defeat 2 individuals fighting
           with 2 rocks
           2. Battle test 2 - An individual fighting with 1 rock and a small side blue must defeat
           the best fighter with his/her best combo...
           3. Slinger test - Hit a round shield 50 of 50 times from 10 feet
          xi. Master Axe man (blue)
           1. Battle test 1 - An individual fighting with single blue axe must defeat 2 other well
           experienced individuals fighting with single blue axes
           2. Battle test 2 - An individual fighting with a single blue axe must defeat the best
           fighter with his/her best combo

10. Amending these By-Laws and Other Voting
     a. Changes (amendments) to these by-laws can be made by a unanimous minus one vote of
         the Eryndor Executive Board. All by-law changes take effect after the meeting they are passed
         at is called to an end.
         i. The proposing party of amendments has the right to attend the Eryndor Executive Board meeting
           while voting on their proposed amendments.
     b. All other voting will be conducted via a simple majority vote by the Executive Board, without
         the vote of the President.
     c. If the Eryndor Executive Board has a split vote or a plurality, the Eryndor President will be
         the deciding vote.
     d. If the Unit Council has a split vote for an Executive Board position, they revote. If the vote
         remains tied, the vote is broken by current standing officer for that position.
     e. All proposals to amend the Eryndor By-Laws must be given to all Executive Board by being
         posted on the Eryndor Runboards. The Executive Board is then to convene, either in person
         or electronically, to discuss, amend, and vote for that proposal in a timely manner after
         its posting. Executive Board is to keep minutes for these smaller meetings and post their
         discussion and reasoning in the thread which contains the amendment, along with the results
         of the vote. Records of these meetings must be posted to the Runboards before any by-law
         change is considered to have occurred.
         i. When a proposal is posted, Anyone has two weeks to make friendly amendments. After this
           period the amendment locks. The unit council can call to vote to Veto it. If the call is seconded,
           the Eboard contacts the Unit Council to vote on the amendment. It is vetoed with a majority vote
           and no one can abstain. If no vote is called or the veto fails the vote continues with the Eboard as
           normal.
        ii. The Eboard will meet to vote on all amendments on the docket every two months.
