Several bags would be needed to do larger projects and will also depend on your size. Pricing is affordable, but I forget how much per bag. To be honest, you could drop a ton on a small pot of "leather paint", but all it is is acrylic paint with a fancy name. Usually if you throw some leather finish and sealer over acrylic, it'll last a longer while before cracking. It basically pulls the leather through a small sharpened hole that will cut your design into the leather itself. I used it to etch the Arabic onto my torso piece. This insures that it will fit with your design and body type, will be cheaper for intense detail work, and will be WAY more fulfilling. Because you want something as unique as the Legacy insignia it would cost a ridiculous ammount. When I back-checked how much it would have cost to have a company ingrave the Quranic passages on my armour they said that they would have charged my over $1,500.
